Request for Proposal Professional Consulting Services for Public Engagement on Police Funding Models

The Services required under this Contract shall consist of public engagement on a police funding model (details in section D11) in accordance with the following:<br />(a) Conduct a statistically representative survey;<br />(b) Prepare for public engagement in accordance with Council direction;<br />(c) Program and manage French and English webpages on Engage Winnipeg;<br />(d) Program and manage an online survey offered through the webpages that is similar in content to the statistical survey;<br />(e) Develop infographics;<br />(f) Develop two short videos;<br />(g) Reach out to stakeholders and community groups, track correspondence with community groups;<br />(h) Plan, facilitate and staff six public engagement events &ndash; one telephone town hall and five virtual or geographically dispersed events in each Community Committee area (health restrictions permitting);<br />(i) Manage and respond to inquiries from the public including by phone and email<br />(j) Analyze feedback received through the statistical survey, online survey and at the events; and<br />(k) Draft and revise a public engagement report based on the feedback received &ndash; City of Winnipeg to review and provide responses to feedback before Consultant finalizes.<br />D4.2 The following shall apply to the Services:<br />(a) Universal Design Policy<br />http://clkapps.winnipeg.ca/DMIS/DocExt/ViewDoc.asp?DocumentTypeId=2&amp;DocId=3604<br />(b) Public Engagement Guidelines and the Engage Winnipeg Policy<br />https://winnipeg.ca/PublicEngagement/pdfs/PublicEngagementRequirements.pdf<br />http://clkapps.winnipeg.ca/DMIS/DocExt/ViewDoc.asp?DocumentTypeId=2&amp;DocId=7611<br />D4.3 The funds available for this Contract are $100,000.
