D7. SCOPE OF SERVICES<br />D7.1 GENERAL PROJECT SCOPE SUMMARY<br />D7.1.1 To develop a feasible solution to eliminate CSOs in the Armstrong CSD for the 1992 Representative Year Event.<br />(a)Data should be collected and assessed to ensure sufficient information is available toachieve the Preliminary Design requirements.<br />(b)The model should be considered fit for purpose by the Consultant to assess thedistrict needs and develop and test hydraulically feasible solutions in combination withother design tools as necessary.<br />(c)RTC and GI opportunities shall be explored and solutions developed whereappropriate.<br />(d)Review the proposed solution in the conceptual district plans and determine if thesolutions may be carried forward or discarded if no longer viable based on improvedinformation<br />(e)The developed solution shall meet the following requirements:<br />(i)Meet the Design Standards specified in D6.4,<br />(ii)Be buildable with location plans, general arrangements considering utilities,ground conditions, land ownership and health and safety.<br />(iii)Pass the Level of Services checks by undertaking detriment assessment. Anexample template of the detriment assessment is provided in Appendix I City ofWinnipeg Modelling Guidelines. Alternative design tool may be used to validatethe Level of Service with the Project Manager&rsquo;s approval.<br />(iv)Meet the level of service for a minimum design horizon of 35 years.<br />(f)Cost estimation should be developed and contract phasing should be proposed.<br />(g)The estimated CSO volume reduction should be provided on a contract by contractbasis.<br />(h)Review the overall hydraulic impact of the City as a result of the proposed solution,this includes the review of the impact on the districts hydraulically connected to theArmstrong district, specifically the connection at the Newton district.<br />(i)Review the hydraulic and the cost estimates impact on the proposed solution toaccommodate the additional land drainage flows discharged from otherdevelopments, specifically the areas from Amber Trails, Precinct A, and Precinct B.Flow accommodation for Amber Trails should be prioritized before Precinct A andPrecinct B.<br />D7.2 WORK COMPONENTS<br />D7.2.1 The major components of the Work include the following:<br />(a)Project Management as outlined in D7.6<br />(b)Data Collection and Assessment as outlined in D7.7;<br />(c)Hydraulic Modelling and Assessment as outlined in D7.8;<br />(d)Flow Monitoring and Management if required, as outlined in D7.9<br />(e)Geotechnical Investigations if required, as outlined in D7.10.<br />(f)Needs Assessment as outlined in D7.11;<br />(g)Solution Development as outlined in D7.12;<br />(h)Preliminary Design Report as outlined in D7.13;<br />(i)Risks and Opportunities Identification as outlined in D7.14;<br />(j)Stakeholder Engagement as outlined in D7.15;<br />(k)Drawing Development as outlined in D7.16;<br />(l)Cost Estimation as outlined in D7.17<br />(m)Additional Work if required, as outlined in D7.18.<br />D7.3 The major components of the Work identified in D7.2 shall form the minimum requirements and anticipated high level sequence of work.
