Intent to Sole Source - Water Filter System
This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with the following vendor: Aldevra. Acquistion Description: The purpose of this requirement is to provide a fixed-price contract to buy replacement Ice Water Dispenser (IWD) Filter Assembly to support patient care in the CC. Ice and water dispensing machines used in health care facilities are often different from those used in the food service industry. Opportunistic pathogens of premise plumbing are germs that grow well in drinking water distribution systems and can cause disease in humans. Examples of these include Pseudomonas, Acinetobacter, Burkholderia, Stenotrophomonas, nontuberculous mycobacteria, various species of fungi, and Naegleria fowleri. Many of the environmental factors that are conducive for Legionella growth also allow for growth of these other opportunistic pathogens. There is an added emphasis on sanitation when ice and water dispensing units are used on patient care units, so countertop, hands-free, nugget ice is easily chewable and helps reduce choking risks among patients. The requirement is to provide IWDs filters hat are designed specifically to meet the long-term reliability and performance of regulatory standards (Joint Commission, HACCP, NSF) required for medications, vaccines, lab reagents, specimens, and patient food. The statutory authority for this sole source requirement is 41 U.S.C. 253(c) (1) as implemented by FAR 6.302-1 only one responsible source and no other supply of service will satisfy agency requirements. All responsible sources that could provide the required may submit a capability statement that will be considered by email (subject line to reference NOI-OLAO-CC-26-008749) by 12:00 PM eastern standard time on 08/30/2026 to: valerie.gregorio@nih.gov. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
