Terms of Service
Effective August 13, 2026
HRC Ledger is a service of Healthcare Remittance Corporation (“HRC Ledger”, “we”, “us”). These terms are the agreement between you and us when you use the website at hrcledger.com, the app, the email we send you, and the API. Please read them. They are written to be understood, not to hide anything.
1. Accepting these terms
By creating an account, subscribing to the digest, or using any part of HRC Ledger, you agree to these terms. If you do not agree, please do not use the service.
If you are agreeing on behalf of a company, you are telling us you have the authority to bind that company, and “you” means that company.
2. What HRC Ledger is
HRC Ledger finds healthcare contract opportunities and the context around them, and pushes them to you. We gather records that public bodies publish, plus public data about healthcare organizations, and we organize it so you can find work worth bidding on.
Our sources include, among others:
- Federal sources such as SAM.gov and USAspending
- State, local, and health-system purchasing portals
- Public provider and nonprofit data, such as CMS and NPPES records and IRS Form 990 filings
We do not control that data and we do not promise it is complete, current, or correct. Publishers change, delay, correct, and withdraw records without telling us. A deadline, a dollar value, a contact, or an award shown in HRC Ledger can be wrong or out of date. Before you rely on anything here, confirm it against the official source and the official solicitation documents. Missing information is shown as missing rather than as a zero, but that does not make what is present guaranteed.
HRC Ledger is not legal, financial, or bid advice. We do not write your proposal, decide whether you are eligible, or tell you whether to bid. Some of what we show is generated or summarized by software, including AI models, and can contain mistakes. Those judgments remain yours.
3. Your account
You need an account for most of the service. You must be at least 18 years old and able to enter a contract. Give us accurate information and keep it current.
Accounts are for one person. Keep your sign-in details private, do not share a login, and tell us promptly if you think someone else has got into your account. You are responsible for what happens under your account.
Team plans include a set number of seats. Each seat is for one named person. Passing one seat around a group of people is not allowed.
4. Plans, billing, trials, and cancelling
There is a free tier and there are paid tiers. What each tier includes is listed on the pricing page, and we enforce those limits on our servers.
- Trial. Pro comes with a 14-day free trial. If you do not cancel before the trial ends, the subscription continues and billing begins.
- Payment. Stripe handles payments for us. You enter your card on a page hosted by Stripe. Your card number never reaches our servers and we never store it.
- Renewal. Subscriptions renew automatically for the same term until you cancel. Fees are stated exclusive of tax; you are responsible for any tax that applies.
- Cancelling. You can cancel at any time from your billing settings. Your plan stays active until the end of the term you already paid for, then it stops.
- Refunds. Payments are not refundable except where the law requires it. We may still choose to give a refund case by case.
- Price changes. We can change prices. A change takes effect on your next renewal, and we will tell you by email before it does, so you can cancel first.
If a payment fails and stays unpaid, we may downgrade you to the free tier or suspend the account.
5. What you may not do
Please do not:
- Scrape, crawl, bulk-download, or use bots to pull data out of the service, except through the API under the terms below
- Resell, republish, redistribute, or sublicense the data or build a competing product out of it
- Share your account, your seat, or your API key with others
- Get around, or try to get around, tier limits, rate limits, paywalls, or any other technical control
- Copy, reverse engineer, or make derivative works of the service or its software
- Use contact details found in HRC Ledger to send spam, or in any way that breaks anti-spam, privacy, or telemarketing law
- Upload malware, attack or overload our systems, or try to reach accounts or data that are not yours
- Use the service to break any law or the rights of others
6. Your content
You keep ownership of what you put into HRC Ledger, such as your company profile, saved searches, saved lists, and notes. You give us permission to store and process it for the purpose of running the service for you, including matching you to opportunities and sending you the alerts you asked for. That permission ends when you delete the content or your account.
You confirm you have the right to give us whatever you put in, and that it does not break the law or the rights of others.
7. Our intellectual property
The service itself — the software, the interface, the design, the name, and the way we organize, enrich, score, and present the data — belongs to us or to our licensors. Your subscription is permission to use the service while it lasts. It does not transfer ownership of anything to you.
The underlying public records are public. Our compilation and enrichment of them is not.
8. The API
API access at /api/v1 is part of the Enterprise tier. If you have it:
- Your keys are secret. Keep them secure, do not share them, and tell us at once if one leaks. Use under your key counts as use by you.
- Each key carries the scopes it was issued with and is subject to rate limits. Do not try to exceed them, and do not create extra accounts or keys to get more capacity.
- API data is for use inside your own organization. Do not pass it on to third parties or make it public.
- We may change, version, or retire API endpoints, and we may revoke a key that is being misused.
9. Email we send you
We send two kinds of email. Alerts, digests, and marketing are optional: you opt in, every one of them carries an unsubscribe link, and we honor an unsubscribe. Transactional email — receipts, security notices, and messages about your account — is part of having an account, and we send it as long as the account exists. How that works in detail is in the Privacy Policy.
10. The service is provided as is
We work hard to keep HRC Ledger useful and available, but we provide it “as is” and “as available”, without warranties of any kind, whether stated or implied. To the extent the law allows, we disclaim implied warranties of merchantability, fitness for a particular purpose, title, and non-infringement.
We specifically do not promise that:
- The data is complete, accurate, or up to date
- Every relevant opportunity will be found and delivered to you
- The service will be uninterrupted, timely, or error free
- Using it will win you any contract
We do not offer a service level agreement, and we do not claim any security certification or audit.
11. Limits on our liability
To the fullest extent the law allows, we are not liable for indirect, incidental, special, consequential, or punitive damages, or for lost profits, lost revenue, lost business, lost bids, or lost or inaccurate data, even if we were told such damages were possible.
For all claims taken together, our total liability is limited to the greater of the amount you paid us in the twelve months before the event that caused the claim, or one hundred US dollars.
Some places do not allow these limits. Where that is so, they apply to you only as far as the law allows.
12. Your responsibility to us
You agree to cover our losses, including reasonable legal fees, from any third-party claim that arises out of your use of the service, your content, or your breach of these terms or of the law.
13. Suspension and ending the agreement
You can stop at any time by cancelling your subscription or deleting your account at /account.
We can suspend or close an account that breaks these terms, that exposes us or other users to risk or legal liability, or that has not paid. Where it is reasonable to do so, we will warn you first and give you a chance to put it right.
When the agreement ends, your right to use the service stops. The clauses that by their nature should continue — your content permissions as they relate to work already done, our intellectual property, disclaimers, liability limits, and governing law — continue.
14. Changes
We improve the service continuously, so features can change, and some can go away.
We can also update these terms. When a change is material, we will post the new effective date at the top of this page and tell account holders by email or in the app before it takes effect. If you keep using HRC Ledger after that, you accept the new terms. If you do not accept them, cancel and stop using the service.
15. Governing law
These terms are governed by the laws of the State of Delaware, without regard to its conflict-of-laws rules. You and we agree that the state and federal courts located in Delaware have exclusive jurisdiction over any dispute, and each of us consents to that jurisdiction.
16. Everything else
- These terms, together with the Privacy Policy, are the whole agreement between us about the service.
- If a clause is found unenforceable, the rest stays in force and the clause is narrowed only as far as needed.
- If we do not enforce something straight away, we have not given up the right to enforce it later.
- You may not transfer this agreement without our written consent. We may transfer it, for example in a merger or a sale of the business.
- Nothing here makes either of us the agent or partner of the other.
