NOTICE OF INTENT TO SOLE SOURCE This Notice of Intent to Sole Source is being published for dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes, proposals, or bids. The Department of Veterans Affairs Network Contracting Office (NCO) 07 is issuing this Notice of Intent to inform industry of the Government s intent to award a sole source contract using simplified procedures in accordance with Revolutionary FAR Overhaul (RFO) FAR 12.201-1. The authority to restrict competition for the proposed sole source award is 41 U.S.C. §1901, on the basis that Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. A written justification supporting the proposed action is being prepared and will be prepared and published in accordance with RFO FAR Part 5 and 6. The intended awardee is SupraVISTA Medical DSS LLC located at 514 Maon Rd., Farnham, Virginia 22460. The place of performance is Central Alabama VA Medical Center, West Campus, 215 Perry Hill Rd, Montgomery AL 36109. The period of performance for the anticipated award will be for one base year with four 1-year options effective on February 28, 2027. NCO 07 intends to make a sole source award to SupraVISTA Medical DSS LLC to procure annual license and support for the Brillians (SupraVISTA) software for use by the Central Alabama VA Health Care System (CAVAHCS). The Brillians software is a Cognitive Support System (CSS) that is fully integrated with VistA (Veterans Health Information System Technology Architecture) and CPRS (Computerized Patient Record System) and has a VA-approved Technical Resource Manual (TRM). This software is used by CAVAHCS and the VA enterprise to standardize and maximize patient care through a myriad of functions that are essential to patient safety, quality of care, and provider productivity. The product and services are currently provided under contract number 36C24722P0313. The contract is in its final option year and expires on February 27, 2027. A new contract is required to avoid a lapse in software access which would severely disrupt clinical care, and result in clinical errors, patient safety, and reduced clinician productivity. The Brillians license and support is only available directly from SupraVISTA Medical DSS, which owns the proprietary rights to the software. Brillians is the only clinical decision support software (CSS) identified that is readily available and capable of meeting the required functionality while integrating with VistA and CPRS. Switching to a different CSS product would require building and validating new interfaces to VistA and CPRS. Based on historical data and market research, that redevelopment and approval process typically takes at least three years and would result in duplicative costs unlikely to be recovered through competition. Because clinical providers have limited time to review large volumes of patient data in VistA/CPRS, going without a decision-support tool that enables quick data visualization and analytics, even temporarily, would increase the risk of clinical errors and disrupt operations. The North American Industry Classification System (NAICS) for this requirement is 513210 and the Federal Supply Class (FSC) is DA01. The Small Business Administration (SBA) size standard for the assigned NAICS is $47.0 Million. This notice of intent is neither a formal solicitation nor a request for competitive quotes, proposals, or bids. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. However, interested parties may respond to this notice describing their capability to support the requirement and include clear, compelling and convincing evidence that competition will be advantageous to the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on responses to this notice is solely within the discretion of the Government. No solicitation document is available and telephone requests will not be honored.
