Portfolio Acquisition Executive, Medical Digital Solutions, (PAE MDS) End User Services (EUS) Area of Interest Application, Workflow, Adoption, and Change Support (AWACS)
1. PURPOSE & SCOPE CLARIFICATION The purpose of this Special Notice is to advise industry that the PAE MDS intends to release Area of Interest (AoI) #01: EUS – AWACS in the coming days. Scope Clarification: In July 2026 PEO DHMS became PAE MDS. While other recent PAE MDS /PEO DHMS acquisitions focus on the initial fielding and implementation of major systems to multiple sites, EUS AWACS is specifically designed to provide a unified user experience, continuous enablement, and enduring capability support throughout the system's operational lifecycle. This AoI will be the first requirement competed under the recently published DHA Enterprise-Wide Commercial Solutions Opening (CSO HT003826SC005 / https://sam.gov/workspace/contract/opp/cd16b90540b7407fb4de1e028cea74d4/view). 2. BACKGROUND & CONTEXT On June 18, 2026, PAE MDS/PEO DHMS hosted an Industry Day detailing the transition from legacy, labor-intensive support contracts to a unified, outcome-based EUS delivery model. (https://sam.gov/workspace/contract/opp/a2786ce585874416aa11734702f81f56/view) Offerors are highly encouraged to review the EUS Fact Sheet, Industry Day Presentation, and the Industry Day Q&A Matrix currently posted on SAM.gov (https://sam.gov/workspace/contract/opp/a2786ce585874416aa11734702f81f56/view) to understand the strategic context, 11 User Domains, and 8 Service Pillars that inform this upcoming AoI. 3. UPCOMING SOLICITATION TIMELINE (ANTICIPATED) To maintain momentum and execute this modernization effort, the Government anticipates a highly compressed solicitation, evaluation, and award timeline. The AoI will utilize a Phase-Gate evaluation strategy. Please be advised of the following anticipated timelines upon official release of AoI #01: Questions: Industry will have approximately two (2) business days from the release of the AoI to submit questions. Phase 1 Whitepapers: Industry will have approximately ten (10) calendar days from the release of the AoI to submit Phase 1 Whitepapers (Maximum 10 pages, plus a 2-page Continuity Crosswalk). 4. ACTION FOR INDUSTRY This notice is for informational and planning purposes only and does not constitute a formal solicitation. No whitepapers or proposals are being requested at this time.
