The New York City Water Board (the Board) is issuing this Request for Proposals (RFP) to solicit proposals from firms for purposes of providing advisory services to the Board and the New York City Department of Environmental Protection (DEP) in connection with activities contemplated at DEPs Hunts Point Wastewater Resource Recovery Facility (Hunts Point WRRF), including the design and procurement of assets related to the co-digestion of waste materials, obtaining commercially viable natural gas from the biogas obtained from those wastewater materials, and the transport of natural gas to commercial purchasers.The selected advisor or advisor(s) will support the Board and DEP across all phases of developing, structuring, and procuring a co-digestion and renewable natural gas program at the Hunts Point wastewater resource recovery facility. The scope of work is expected to include evaluations drawn from disciplines which include engineering, finance, legal, tax planning, project management, procurement and supply chain management, construction, the structuring of real property transactions, and other disciplines as required. All findings, analyses, recommendations, and work-product produced by the advisor will be documented and delivered to the Board and DEP in written form at intervals specified in the RFP and legal agreement or agreements resulting from this RFP.To obtain a copy of the RFP, please visit nyc.gov/nycwaterboard or email onazem@dep.nyc.gov with the message subject line Hunts Point RFP 2026.The Board expects to hold an informational conference for interested firms. The Board anticipates including a selection criteria in the forthcoming request for proposals that would provide a selection score bonus to qualified M/WBE firms and encourages those M/WBE firms with M/WBE certifications to present their proposals during the process.The dates and times of the RFP process and the procedures for submitting an indication are also described in the RFP document on the Boards website, and prospective bidders are required to adhere to the procedures for communicating with the Board and DEP described in the RFP document.
